A figure the cell has already recorded is not asked of a department again for the audit, the report and the visit.

Today

A quality cell is constituted, members are named, and then in practice it is the coordinator and whoever they can catch. A sitting falls due, a notice goes out, and the minutes are typed up afterwards from a notebook and filed where nobody opens them again. Feedback forms are printed at the end of a term, counted by hand, and the analysis reaches no one who could act on it. Then the year closes and the report is written in a rush, from files that were never kept with it in mind — while the same figures are asked of every department all over again.

What we did about it

We built the cell rather than its filing. Its members and their terms, the calendar it sets itself, the sitting with its agenda and its minute, the feedback it has to collect and answer for, and the audits it runs on its own departments sit in one place, so the year's report is read off the record instead of reconstructed at the end. Where it touches Accreditation & Compliance we say so plainly: that module is the evidence file, and this is the body that has to meet about what the file shows.

The cell and its members

Who sits on it and in what capacity — teacher, officer, management, student, alumnus, employer — and when a term ends and a seat has to be filled.

What it means to improve this year, with the sittings, the feedback windows and the audits placed on a calendar before the term starts.

Agenda and papers before the day, attendance taken, and the minute written against the item it belongs to rather than typed up later.

Actions that come back

Every decision leaves the room with a name and a date against it, and returns to the next sitting as done, part done or not.

Feedback, gathered and read

From students, teachers, parents, alumni and employers — collected in a window and read as an analysis, not counted from a pile of forms.

Each analysis goes back to the department it concerns, and the action taken is recorded against it where anyone may read both.

What changes

For the coordinator and everyone they have to chase

The coordinator stops being the only person who knows what the cell owes and when. A decision taken at one sitting comes back to the next one with what was done against it, a feedback report goes to the department it was about instead of into a drawer, and an audit finding carries the department's own reply beside it. The report at the end of the year is a reading of that record, not a second writing of it.

Who may open a finding and who sees the name behind it

A quality cell handles what people said about their own colleagues, and what an audit found inside a department; these are the boundaries that hold while it does.

The cell, and the department

A member opens the papers of the cell they sit on; a head of department opens the findings and actions that belong to their own department.

Every finding carries its author

A minute, an audit finding and an action each carry who wrote it and the day, and an earlier wording is not quietly replaced by a later one.

Feedback without the respondent

A teaching feedback report shows what was said and how widely; who said it is not attached to it, and does not become attachable afterwards.

Adopted where it was taken

The minute a sitting confirms and the report the cell puts up for adoption are signed on the record, not settled in an email thread.

The cell's file is yours

Minutes, feedback reports, audit findings and every year's report belong to the institution, and go out whole whenever you ask for them.

The department answers back

A finding is not closed over a department's head — its reply is recorded beside the finding and travels with it to the sitting that reviews it.

What a coordinator asks in the first week

How is this different from your accreditation module?

They sit beside each other and do different jobs. Accreditation & Compliance is the file — criteria pointed at the records that answer them, with the proof kept behind each one. This is the cell: the members, the sittings and their minutes, the feedback cycles, the audits of your own departments, and the report the cell has to put before its authorities. Where they meet, a figure recorded once is read by both rather than entered twice.

Does it prepare and submit our annual report?

It compiles it — from the cell's own year and the records the institution already keeps — and shows where the year is thin while there is still time. Putting it before your statutory body for adoption, and lodging it in the format the accrediting body asks for on its own portal, remains your cell's work. Nothing here is filed on your behalf.

Our members are busy people who will not log in.

Then they should not have to. Papers reach a member and they read them; the coordinator records who attended, the minute against the item, and the action against a name. What a member owes the cell — a comment on a feedback report, a finding from an audit visit — can arrive on paper and be entered, as it does now. The record should not depend on everyone in the cell using it.

Does this actually improve quality, or only record it?

It records, prompts and follows up. Whether teaching gets better, whether a department acts on what its students said, whether an audit finding is taken seriously — that is people's work and stays people's work. What it can do is make sure the finding is not lost, that the action has a name and a date against it, and that the next sitting opens with what was done rather than with the last minute read out again.
