A board or an education department teaches nobody. It registers candidates it will never meet, conducts papers in halls it does not own, affiliates institutions it visits only now and then, and then spends the rest of the year answering for all of it — to a candidate, to an employer, to a court, to the house and to the auditor. Every one of those answers is read off a register somebody keyed in from a list a school sent, and then keyed again at the next branch. We put the examination, the certificate, the institution’s file and the note that decided it on the same record, because when the board’s copy is wrong there is no other copy to check it against.

Where the recordbreaks
Almost nothing a board writes down is new information. The candidate was registered by a school that already holds her name, the mark was entered by an examiner the board itself appointed, the recognition was granted by the board’s own order. What makes the year long is that each of those facts is written out again in another branch, on another form, under another number — and the board is then asked, by people it cannot keep waiting, which version is true.
A correction that only reaches the paper
A candidate writes in about a date of birth, and the application becomes a file — notings, a supporting document, an order signed by somebody senior. A fresh certificate is issued and the family goes away satisfied. The entry in the register that the next verification will be read from still says what it always said. The board is then holding a certificate and a register that disagree, both properly issued, and it learns which is which when an employer writes in years later.
The examination happens where you are not
Papers are conducted in other institutions’ halls, watched by staff the board appoints out of other institutions, in towns nobody from the office will be in that morning. The attendance, the absentee statement, the packet count and the unfair-means report all come back afterwards as paper for somebody at headquarters to type in — and when a case is argued outside this building, the typed version is what the board has to stand behind.
The institutions you affiliate are a cupboard, not a register
Recognition granted, an inspection carried out, a renewal falling due, a section opened without asking, a name issuing certificates that was never affiliated at all. Each of those is a file in a different cupboard, opened when somebody complains. Meanwhile the same institutions are sending in candidates every session, and nothing puts the two lists side by side.
Every question arrives with a clock somebody else set
An application under the right-to-information law, a question listed for the house, a paragraph the auditor wants explained, a court asking for a reply on each point. None of them can be answered out of one branch and none of them will wait. The file goes round the examination branch, the certificate branch and accounts, each of which counts the same thing a slightly different way, and the last day before it is due goes on reconciling the answer rather than writing it.

The school enters its own candidates
An affiliated institution registers its candidates itself, against a recognition the board’s own file says is still current, and that entry is the examination record. Nothing is keyed in again at headquarters, and a name that came in wrong is put right by the school that wrote it — before the paper, rather than after the certificate.

The exceptions surface early
Centres, allotment, seating and the staff drawn from other institutions are all held against the same candidate register. A candidate whose form, fee or eligibility has not cleared is known while there is still time to settle it, instead of standing at the door of a hall on the morning of the first paper.

The hall writes its own record
Attendance, absentees, packet counts and an unfair-means report are entered at the centre where they happen, and they carry on being entered when the line to that town dips. What reaches the board is the record itself rather than a bundle of forms to be typed up — and if a case is taken further, the seating, the invigilator and the hour it was written are still attached to it.

The sanction travels with the mark
Grace, moderation, condonation and a withheld result are decided by the committee that has the authority to decide them, and the minute sits with the result it authorised. When somebody asks, long afterwards, on whose sanction a mark stands, the answer is kept in the same place as the mark.

The verification answers from the register
An employer, a university or another board asking whether a certificate is genuine is answered from the register that issued it. A correction ordered on a file amends that register as well as the paper in the candidate’s hand, so the journey to the board office stops being the only way for somebody to be believed.

Before you ask
Questions boards and departments ask us
Somebody writes in asking whether a certificate we issued long ago is genuine. Can you answer that?
For the sessions that are in the record, yes — the enquiry is answered from the register that issued the document, and whoever is holding the paper can often check it without a letter reaching your tray at all. For the years that exist only in bound volumes, no. A certificate printed decades ago carries nothing on it to check, and that stays true until those awards are entered. Doing so is real work and we would rather say it before you start than after. Boards usually take the recent sessions first, because that is where the enquiries actually come from, and answer the older ones the way they answer them now. Who may ask, and what they are told, is yours to set: an employer can be given a yes or a no about the document in front of them without being handed a register to browse.
We conduct at centres in other people’s buildings, with a superintendent we appoint for the session.
That is how it stays. The board still appoints, still briefs and still trusts a centre superintendent, and nothing here invigilates anybody — we do not watch a hall and would not claim to. What changes is where the writing happens. Attendance, absentees, packet counts and an unfair-means report are entered at the centre, on a phone if that is what is there, and they keep working when the connection to that town drops. The paper the centre must sign and send can still be printed and signed, because somebody senior usually wants to hold it. What goes is the typing of it a second time at headquarters.
An evaluated answer book is asked for under the information law. What can you actually do?
We can tell you where it is. Which script it was, which packet it travelled in, who held it and when it came back — so a search that used to mean a week of asking around becomes a lookup. What is disclosed, in what form, at what fee and with which parts withheld remains your information officer’s decision, under the law and under your own regulations, and we neither make that decision nor pretend the law says something it does not. Where an examiner’s identity has to be kept out of what is shown, the record can hold that line. Where scripts are paper in a strong room, we can point you at the bundle; we cannot hand you the sheet.
Can affiliation and inspection live here too, or is this only examinations?
They can. An institution gets a file the way a candidate gets a record — the recognition it holds, the term it runs to, the inspection last made, the conditions attached and the correspondence since — and a renewal falling due speaks before it lapses rather than after. It is also where a board can see that candidates have been arriving from a name it never affiliated, which today tends to be noticed only when somebody complains. What we do not do is the inspection. A visit is still a visit, the decision to grant, renew or withdraw is still the board’s, and acting against an institution that should not be operating is still yours to do.
