Vocational training is judged on what a trainee can actually do, and that has to be written down as it is observed — the practical, the assessor’s note, the date, the bench it happened on. We keep the evidence attached to the certificate, so the certificate still means something to an employer or a board years later.

A skilling programme is judged on evidence: that a candidate was trained, assessed, and can do the thing. Most of that evidence is written on a form at the bench and assembled into a report months later, by which point it is a reconstruction rather than a record.
Every report is a reconciliation first
Enrolment, attendance, assessment and placement sit in different places, so answering a funder or a board begins with making four sources agree.
Practical assessment leaves no trail
A competency is signed off on a form. Six months later there is no way to show what the candidate actually demonstrated — only that somebody said they did.
A certificate cannot be checked
A printed certificate proves whatever the person holding it says it proves. An employer who wants to confirm it has to telephone your office, and mostly will not bother.
Nobody knows what happened next
What a cohort did after certification is the number that matters most to the programme, and the one nobody keeps — so the next cohort is designed on instinct rather than on what was learned from the last.
A job has to be proved afterwards
The candidate is working; now somebody has to get a letter, a wage slip and a bank entry out of an employer who keeps none of them. Long after the batch has closed the placement officer is still ringing round, and what they learn stays in their phone.
A reissue depends on who still works here
Somebody comes back years later having lost their certificate, or with their name spelled the way the intake form spelled it rather than the way they do. Finding what was issued, and on whose authority, means opening an old batch file and hoping whoever kept it has not moved on.

Before you ask
Questions skilling providers ask us
We already key everything into the scheme's portal. Is this twice?
The portal belongs to whoever funds you, and we neither replace it nor claim a line into it — your staff still mark on the scheme's device and still submit where they submit now. What changes is where that submission is drawn from: a record kept while the batch runs, rather than registers reassembled at the end of the quarter. The duplication we can take away is the internal one, the same enrolment written into four of your own books. The one going out to the funder stays yours to do.
The certificate is our awarding body's, not yours. So what do you issue?
Correct, and we do not pretend otherwise — for a scheme-funded qualification the certificate that counts is the awarding body's, and it is theirs to award. What we hold is the file underneath it: who was enrolled, who taught, what was assessed and by whom, and what the centre itself issued on its own account. That is the file an inspection asks to see and the one a candidate needs years later for a duplicate — and it should not depend on a folder somebody kept.
Can this get us placement proof employers will not give?
No. If a workshop pays in cash and writes nothing down, nothing here conjures a wage slip; that part of the job stays a phone call and a relationship your officer has built. What changes is that the calls, what was collected and what is still missing sit against the candidate rather than in one person's handset. You know which files are short before the claim goes in, and the officer who moves on does not take the season with them.
Skilling is being asked to report in credits now. Are we ready?
The things you will be asked for — hours actually delivered, the qualification and level the batch ran against, who assessed it and on what date — are recorded as the batch runs, so they exist to be reported rather than worked out backwards. Filing them wherever your awarding body or the scheme requires is still your submission, made where you make it today; we do not claim a connection to anyone's registry. What we will say is that when the format changes again, and it will, the record underneath does not have to.
