A distance-learning institution keeps its learners across centres, sessions and years, and most of them it will never see. Everything a campus picks up simply by having people in the building has to be read off a record instead — that someone has stopped, that a document was never checked, that a name is on the register twice. So we made the record the thing that notices. Admission, the course, the counsellor's award list, the fee and the examination form all write into one learner file, whichever centre they were written at.

Nothing here is an empty module waiting to be assembled. The apps arrive wired to one another and shaped around how distance-learning institutions actually keep their records, so a fact entered once is the same fact everywhere it is needed afterwards.
Re-registration asks only what changed
A learner re-registering does not fill their name, programme, medium and centre in again; only what has actually changed is asked for.
The centre stops collating
A coordinator not forwarding lists to the office keeps those hours for counselling, and for the learner standing at the desk asking something.

Distance is not the difficulty. Everything a campus picks up simply by having people in the building — that a learner has stopped, that a document was never actually verified, that the same person is on the register twice — an open or distance institution can only learn from what it wrote down. Spread that writing across centres, sessions and a separate examination file, and it learns each of those things a session too late.
Nobody notices a learner going quiet
There is no corridor to pass them in and no roll to call. Whether they opened the material, sent the assignment or paid for the session are separate answers kept in separate places, and the office assembles them once the session is already over.
Every centre keeps its own version
An admission taken at a centre, a counselling session held there, an assignment received and marked there — each is written down at the centre and forwarded to the office as a list to be typed in again. When somebody later asks which centre admitted a learner and on whose authority, the answer sits in a file the office does not hold.
Admission never actually closes
One cohort is registering while others re-register for the next session and others again are sitting papers, so the register is never still long enough to be counted. A learner who has paid for nothing this session is neither enrolled nor gone, and usually only the fee ledger knows it.
The hall ticket is assembled by hand
Before a learner can sit, somebody has to agree that the fee is cleared, the assignments are in and the registration is current — and each of those facts sits with a different desk. The exceptions surface as a queue at the examination centre on the morning of the paper, which is the worst place to settle any of them.

An application filled in online and one taken at a centre land in the same learner record, with the documents and the identifier attached to it. No centre is left holding a list the office will have to type in later.

A learner who never started is visible
The course opens with the enrolment, so the office can see who has not opened anything while there is still something to be done about it. A call made early is worth more than a notice sent after the examination form has closed.

Assignments are marked where they are marked
A counsellor at a centre records the mark against the learner rather than on a list to be forwarded, consolidated and re-entered. The award list stops being a document that has to travel.

Eligibility settles itself
The fee, the assignments and the current registration are already the same record, so the examination form either goes through or says exactly what is missing. The exceptions are known before anyone travels to a centre.

The grade card assembles from its parts
The assignment marks and the term-end paper were written into one record, so the grade card is drawn rather than compiled. A transcript asked for long afterwards comes from the same place, and can be checked by whoever it is shown to.

Before you ask
Questions distance-learning institutions ask us
Does this issue the national identifiers a learner needs before enrolling?
No, and we would rather say so plainly. Those identifiers are generated by the learner on portals that are not ours, and that step stays theirs. What sits with you is the field on the file — a centre cannot take an admission without it, and the name, date of birth and document carried across have only one version to be carried from.
Can centres we do not ourselves run work in this?
Yes, with a view scoped to their own learners. A coordinator sees who was admitted through that centre, records the counselling session and enters the assignment where they receive it; they do not get the register of the whole institution. A centre that keeps a paper register can carry on keeping one, and nothing here asks them to stop. What goes is the office typing the award list in again at month end.
Do you invigilate learners sitting a paper at home?
No. We hold the examination record — the form, the eligibility behind it, the centre, the seating, the script, the valuation and the result — but the watching of a learner in their own room is a separate arrangement we neither supply nor claim. Where a paper is sat at a centre, the whole trail is here. Where it is sat remotely, the marks and the result still come back into the same record.
A learner goes quiet, then comes back much later. Then what?
The file is still open and still theirs. What they completed, what they paid for, which centre admitted them and which session they last registered in are all on the record, so readmission starts from facts rather than from a hunt through old batch files. Whether they may still continue is your registrar's decision under the regulations you work to; what changes is that the decision is made against something.
