A quality cell is not a department. It is a coordinator, some senior teachers, officers from the administration and a few members from outside, handed a calendar, a set of meetings and a report to place before the institution’s own authorities — and asked to raise the standard of teaching in rooms none of them supervise. Everything the cell has is asking: a circular sent round, a minute recorded, an audit of a department carried out by its own colleagues, a survey students answer honestly only if they believe somebody read the last one. So we built the cell’s working record rather than its filing cabinet — who sits on it, what it met about, what it decided, who was to act and whether they did — so the year is something the cell can show instead of something it reconstructs when the report falls due.

Where the recordbreaks
A quality cell is handed the whole institution and none of it. It cannot set a syllabus, appoint a teacher or oblige a head of department to answer an email — it can ask, and ask again, and then answer for whatever was not sent. And almost nothing it asks for is new: the class was taken, the seminar was held, the marks were entered, the project was sanctioned. What the cell writes round for, every time, is a written copy of things the institution already did.
Everything the cell has is a request
A circular goes round asking each department for the same page. Some answer, some answer in a format of their own, and some do not answer at all — so the columns nobody returned are filled in by the coordinator from whatever can be found, after which the figure belongs to the cell rather than to the department it describes. The same thing happens to the cell’s own decisions. What it resolves has to be carried out by people who do not report to it, so a recommendation either finds somebody willing or is read out again at the next meeting.
The year is assembled after it has ended
Nothing is written down as quality while it is happening — it is written down as a class, an event, a purchase, a result. So when the report falls due the cell goes looking backwards: a photograph of a workshop on somebody’s phone, an attendance sheet thrown out because the workshop was over, a departmental note written from memory by a teacher who was not in the room. The cell is not reporting the year. It is trying to find it, and the parts it cannot find are the parts somebody outside will ask about.
Feedback is collected from people who never hear what it changed
Students, teachers, parents and employers are asked what they think, and the forms come back — to the cell, which cannot act on a single one of them. It reads, it analyses, it recommends, it writes to the department. The next round then asks the same question of students who watched the last round vanish, and they answer it more thinly, because nothing they said ever came back to them in a form they could recognise. A survey nobody is answered by stops being evidence and becomes an errand.
An audit of the people you sit beside
The cell is expected to audit its own departments, academic and administrative both — which means a senior teacher asking colleagues to open their attendance, their results and their files, and then sitting down with them at lunch. What is usually produced is a file prepared for the audit rather than the department as it runs, because preparing a file is the safer thing to do. The report is written, the recommendations are courteous, nobody is bound by them, and a year later the same recommendation is made again with a fresh date on it.

Who sits on the cell, under what order and until when — the coordinator, the teachers, the officers, the management’s nominee and the members from outside the institution — sits on the record with the dates that made them members. The year’s meetings, feedback rounds and audits go on the same calendar, and the cell can see what it has promised itself. When somebody asks who the cell was in a year gone by, the answer is not a photograph of a notice board.

An agenda that opens with the last one
Items raised by departments become the agenda, papers reach members before the day rather than on it, and the minute is written against the item it belongs to. Every decision leaves the room with a name and a date against it, and the following meeting begins with what became of them — so the cell stops reading out its own old resolutions and starts reading the ones that moved.

Asked of the people who were actually there
The round reaches the students who took that course from that teacher, because the record already knows who they were, and it can be answered without a name attaching to the answer. What comes back is read at the meeting as an item, the decision is minuted against it, and what the institution did about it goes back to the department and to the students in a form they can see. Whether anything is done stays with the institution — but the survey disappearing is no longer one of the reasons it was not.

A department’s audit opens with what the department already recorded — the classes held, the results, the projects and sanctions, the equipment bought, the books its students borrowed — so the visit is spent on judgement rather than on watching a file be assembled. Observations are written against the department, and each recommendation leaves with an owner and a date. Those come back to the cell’s next agenda whether or not anybody acted, which is the part an audit usually loses.

Compiled from the year, approved before it leaves
The annual report is drawn from the year the cell has been keeping — its meetings, its actions, its feedback rounds, its audits — and where a criterion wants a figure, it reads it from the accreditation record instead of asking the departments for it a second time. It goes to the bodies that must approve it, and the approval sits on the report rather than in an email thread. Keying it in on whichever portal wants it, in that body’s own form, is still a person’s work.

How is this different from your accreditation module? We already keep criteria and evidence.
The accreditation record is the file — criteria, the figures that answer them, and the proof underneath. This is the body that has to meet, decide, follow up and answer for quality all year: members and their terms, agendas and minutes, actions with names against them, the feedback rounds it must run, the audits it conducts on its own departments, and the report it places before its own authorities. The two touch at one point. When the report needs a figure, it reads it from the evidence rather than sending a circular. If your trouble is only the file, take the file — most coordinators tell us the file was never the hard part, the following-up was.
Departments do not reply to us. Can software change that?
No, and it would be dishonest to suggest it. The cell’s authority is not ours to hand over, and a head of department who ignores a request will ignore a screen just as easily. What does change is narrower than that. The ask gets smaller, because most of what you write round for was already recorded by somebody as they did it, so you are asking to read rather than asking to be sent. And what is still outstanding is a line with a name and a date on it, visible to you and to the meeting, instead of an email thread only you can see. Somebody senior still has to want it answered — that part belongs to your institution, not to us.
Will it prepare and submit our annual report?
It prepares; it does not submit. The report is compiled from the year the cell recorded, in the sections the framework asks for, with each answer opening back to the meeting, the audit or the record it came from — and your own statutory body’s approval sits on it. Filling and lodging it on the body’s portal remains your cell’s work, and we will not claim otherwise. Frameworks change shape more often than institutions do; when one does, what changes is the report, not the year underneath it.
The coordinator changes, and the cell’s files leave with them.
That is the failure we hear about most, and it is a record problem rather than a person problem. Members and their terms, every agenda and minute, the actions and what became of them, the feedback rounds and the audit observations belong to the institution and stay when a coordinator hands over, so the next one begins by reading rather than by asking around. The boundary is worth saying plainly: what was never written down does not arrive. A drive of photographs from before you start is still a drive of photographs, and somebody has to decide which of it matters enough to attach.
