What is Outman?

What makes a QR code “dynamic”?
The code itself never changes — what it opens can be changed afterwards. So a code already printed on a card, a notice, a sign or a piece of equipment can be pointed somewhere new without reprinting any of it.
What does “fencing” mean here?
One link or code sends different people to different places, by the rule you choose: country or continent, device, day or time of day, language, or the visitor’s local weather. Separately, a link can be closed off with a password, an expiry date, a cap on clicks, or made to burn after a single read.
How do we get access?
